Dr. Rick J. Light
Dr. Light has been associated with PEF since 1980. He has previously served as the Director of International and United States Ministries (1982-2001). During that time, he led many successful evangelistic efforts in Uganda, Jamaica, Puerto Rico, India, and Russia.
In 2001, Dr. Light was installed as the 3rd Executive Director of the PEF, and has faithfully served in that capacity ever since. He graduated with a B.B.E. in Bible & Theology from Graham Bible College, located in Bristol, TN.
He received Seminary training (M.A. & M.Div.) through the Atlanta School of Biblical Studies and in 2005, his Ph.D. in Christian Thought through the Jonathan Edwards Institute of Princeton University, which is credited through the University of Biblical Studies and Seminary of Oklahoma City, OK.
He is married to the former Evangeline Patricia Wilkinson, daughter of the late Dr. & Mrs. Ben Wilkinson. The Light’s have 3 children, Joshua, Victoria, and Nathan. Joshua is the oldest and is PEF’s COO/Global Developer. Victoria is married to Mr. Justin Rodda and they have a daughter. Nathan is married to the former Beth DeVault and have a son and daughter.
Dr. Al Baker
Al Baker is ordained in the Presbyterian Church in America and has been in the gospel ministry for over thirty-five years. A 1974 graduate of the University of Alabama, he received his Master of Divinity degree from Reformed Theological Seminary, Jackson, Mississippi in 1981. Al’s ministry base of operation is Birmingham, Alabama, serving as an Evangelist with Presbyterian Evangelistic Fellowship.
Al is the author of three books—Seeking a Revival Culture, Revival Prayer, and Essays on Revival. Prior to his present ministry, Al was the organizing pastor of Christ Community Presbyterian Church, West Hartford, Connecticut, serving there for nine years; and before that he was the pastor for ten years of Golden Isles Presbyterian Church, St. Simons Island, Georgia.
Al has long been actively involved in foreign missions to Central and South America, Africa, India, Great Britain, Europe, Japan, and Indonesia, also traveling extensively around the United States preaching in churches and in the streets.
Al and Wini have been married for over forty-one years and have three grown sons, three daughter-in-laws, and ten grandchildren.
Al seeks to promote a revival culture in churches by leading revival prayer weekends and preaching Bible conferences on revival and evangelistic themes. He also is working to raise up the next generation of revival and evangelistic preachers like Samuel Davies, the great 18th century Presbyterian preacher from Richmond, Virginia.
Rev. Joshua L. Light
Chief Operating Officer
Joshua has been serving with PEF since August 2, 2004. He holds an A.S. in Philosophy from Northeast State, a B.B.Ed. from Graham Bible College in Bristol, Tennessee, a M.Div. from Birmingham Theological Seminary, and is currently enrolled in D.Min. studies through Birmingham Theological and Princeton.
Ordained in the Presbyterian Church in America in 2016, he also serves as an Assistant Pastor at Westminster Presbyterian Church in Johnson City, TN. He received certification in Dr. D. James Kennedy’s Evangelism Explosion as a Lay Teacher/Trainer in Upper Darby, Pennsylvania, a suburb of Philadelphia. He is the oldest son of Dr. Rick and Mrs. Evangeline Light.
The Lord called Bill into the “highways and hedges” to preach Christ and Him crucified full-time in November 2000. Since then over 10,000,000 souls have heard the Gospel through Bill’s labors.
After graduating from Southern Methodist University in ’84 with a BBA Bill spent six years in banking and 10 years as a political fundraiser based in Atlanta, GA.

Rev. Larry Ball
Rev. Larry Ball is pastor of Bridwell Heights Presbyterian Church, Kingsport, Tennessee. He is also a CPA.
Mr. P. Nathan Blevins
Nathan has recently joined the PEF team in May, 2016. He holds a bachelor degree in history and political science, and a second bachelor’s degree in accounting. Both courses of study were finished at King University, in Bristol, Tennessee. As a minister’s son, Nathan has always been keenly aware of the importance of a strong support system for preachers of the Word, who devote themselves to God’s service. This is especially true for those serving Christ abroad. He is thrilled to be able to join the PEF office, in order to help our faithful team members in the areas they need. Born the oldest son of Dr. Phil R. and Mrs. Carlen D. Blevins, he was raised in the deep South, and is happy to be back in sunny Appalachia, in the birthplace of Country Music: Bristol, Tennessee. He is very thankful to God for his faithful wife, Courtney, and their 3 wonderful children, and looks forward to helping and serving PEF in the days ahead.
Mr. Clint Blevins
Clinton Blevins has been involved in ministry throughout the southeast of the United States for more than ten years. He co-Founded the nonprofit organization, Safe World, which has brought medical relief and clean water to portions of Uganda and Haiti. Clint is a regular contributor to Every Thought Captive Magazine, part of the Highlands Ministries. He graduated with a B.B.E from Graham Bible College in Bristol, TN with some continued education through Greenville Seminary. He lives in Bristol with his wife Alison and three children Tristan, Ada, and Vincent.
